Payments made to policy-holders for loss of property by fire or lightning.




The Fire Relief Association of Wayne County was founded in 1878 by Rowland Robinson as an insurance cooperative of the Wayne County Granges (Patrons of Husbandry). Policy-holders of The Fire Relief Association of Wayne County were from Wayne County as well as several other counties, primarily farmers, other rural residents and Grange halls. Policy-holders were assessed yearly on October 1, at which time they were also informed of claims paid out to other policy-holders since the last assessment. Assessments were paid to the Director of the Grange to which the policy-holder belonged.

"This assessment is made on the basis of $1.50 per thousand on first-class property and $1.87 1/2 on second-class. Your assessment, which is _____, please pay to the Director of your Grange before November 1st, 1913, after which 5 per cent. will be added for collection, and your protection will cease until such assessment is paid."

If your relative was paid out a relatively large settlement, there might have been a newspaper article about their fire or lightning event. Good hunting to you, as the exact dates of incidences weren't on the small postcard size assessment cards. The company's records were kept by successive Secretaries in their own private homes in the years prior to a move a half century ago. The Fire Relief Association offices were located in the Secretary's home from time of formation until 1961, when a permanent office was opened in Clyde. It's highly unlikely that the successor company would have saved decades of paper records for folks who'd long passed on. Try the online newspaper databases. Here's a Wayne County newspaper account of a fire for which a sizeable settlement was paid. Homer Dates' $2,002.00 claim for a mid-July 1921 fire this extensive was settled by Oct. 1, 1921!

BARN AT NORTH WOLCOTT IS DESTROYED BY FIRE.

North Wolcott, July 13.- The large barn of Homer Dates was destroyed by fire, Friday morning, at 3 o'clock. The barn was blazing before the fire was seen and before a general telephone call could be sent out the silo toppled over and broke the telephone wires, thus putting them out of commission. The cause of the fire is unknown. The wind was in the southeast and carried the sparks over William Flint's buildings. It was a very close call for them. Burning cinders were scattered for a mile and a half. The loss was covered by insurance. Nothing was saved from the barn. No live stock were in it. Among the articles burned were a grain separator and an ensilage cutter.

Fire Insurance Companies

THE FIRE RELIEF ASSOCIATION OF WAYNE COUNTY

This company appears to have been organized in February, 1878, as a voluntary co-operative fire insurance association. In January, 1883, it appears to have incorporated. Its certificate of incorporation sets forth its intention to transact business in the counties of Wayne, Monroe, Ontario, Seneca and Cayuga, and no extension beyond such territory has ever been made.

On December 27, 1910, the Department, issued to it a certificate authorizing it to continue business as a county assessment co-operative fire insurance corporation in the territory named above.

No previous examination of the company has been made by this Department.


The assets and liabilities of the company on October 28, 1912, were as follows:

Assets

The assets of the corporation include the sum of $1,036.28 cash in bank. There is also an assessment in course of collection on which the company expects still to collect $19,600. in addition to the above there is $1,759.55 due from policyholders on account of advance payments.


Liabilities

The liabilities of the corporation include unpaid losses amounting to approximately $100. There are also outstanding unpaid bills of $50, and $1,052 due to officers and directors.


Method of Business

Policies are issued by the secretary for the term of five years. The company insures farm property, detached village dwellings and grange halls. Property is divided into two classes. The first class includes farm buildings occupied by owners where buildings are more than 50 feet from other buildings, and the second class includes farm property occupied by tenants or two families and where buildings are from 35 to 50 feet apart, and grange halls. The first class is assessed at a flat rate and the second at one and one-fourth times the first class.

It is the duty of the directors to take applications, inspect risks, collect premiums and assessments, and assist in the adjustment of losses. For taking applications, the director receives $1.50 per application.

Losses are adjusted by the local director, a person appointed by the loser and the secretary or some person appointed by him.

Money is paid out by check.

The secretary states that the largest amount insured in any one risk is $5,000.

Membership in the company is limited to members of the Patrons of Husbandry.

The executive committee audits the accounts of the company.


Records

In accordance with the requirements of the by-laws, the secretary keeps a policy register, minutes of the meetings of the members and of the board of directors and executive committee and all applications.


Assessments

Assessments are usually levied annually on October 1. The amount of the assessment is usually based on the amount of losses which it is estimated will be incurred during the coming year. Assessments are paid to the local director and by him transmitted to the secretary. No penalty for delinquency in payment of assessments is exacted.


Insurance in Force

On December 31, 1911, there were 3,837 policies and $9,229,744 of insurance in force.


Advance Payment

The company charges in advance a policy fee of $1 on all policies. In addition to this amount it charges a percentage of 10 cents for each $100 of insurance on property in the first class and 121/2 cents for each $100 of insurance on property in the second class.


Bonds

The secretary has given a bond in the sum of $5,000 with individual surety. Some of the directors have also given bonds.

The officers of the company and salaries, if any, are as follows:

Secretary - O. M. Lincoln, Newark, N. Y., $500 per annum.

Treasurer - W. H. Osborne, Clyde, N. Y., $50 per annum.

The executive committee is composed of the president, the secretary and the treasurer.

The principal office of the corporation is at the residence of the secretary at Newark, N. Y.

Albert Yeomans.

Albert Yeomans, Republican, who represents Wayne county in the Assembly, was born in the town of Walworth in 1848, on the farm where he now resides, which was purchased in 1837 by his grandfather Gilbert Yeomans, who came from Greene county.

He was educated in the Walworth Academy, and the Commercial College of Rochester. His life work has been as a horticulturist, being interested in the culture and raising of apples, pears, cherries, etc.

Mr. Yeomans was one of the organizers of the Fire Relief Association of Wayne county in 1878, and has been president of the same for the last ten years. Has always been active in public affairs, in town and county.

He has been Chairman of the Republican County Committee of Wayne county for the last five years, and was elected for the office of Sheriff in 1903.

Nominated for Assemblyman in 1910 Mr. Yeomans received 5,819 votes to 4,764 cast for Charles Madan, Democrat.

Speaker Frisbie in 1911 appointed Mr. Yeomans a member of the following Assembly Committee: Agriculture.

Renominated in 1911 Mr. Yeomans received 6,437 votes to 4,076 cast for William E. Hall, Democrat.

Speaker Merritt in 1912 appointed Mr. Yeomans a member of the following Assembly Committees: Labor and Industries, Forestry, Fisheries and Game, and Agriculture.
